In accordance with Richmond Hill By-law 94-11 as amended, all sums charged for water and wastewater shall be paid by the owner of the premises. Further, Section 20 of the Ontario Health Protection and Promotion Act states that you, as owner, have an obligation to supply potable water at all times to your tenant.
It is the policy of Richmond Hill to bill the owner directly for water and wastewater charges. However, as a convenience to you, bills may be issued in the name of your tenant upon completion of this application.
Should the tenant fail to pay, the owner is ultimately responsible for any outstanding amounts and as such, any unpaid balances will be transferred to the property tax roll.
All overdue accounts will be subject to standard collection procedures and charges. As the owner, you will be advised at the time of the final notice and only if the balance exceeds $185.00. An additional notice will be sent to you at the time the water arrears are applied to the property tax account.

Please note: If this application is not received five business days prior to the tenant’s occupancy date the new account will commence as of the next scheduled reading date.
Owner is to call when tenant is vacating the property and arrange for a final reading. If no forwarding address is provided the final bill will be sent directly to the owner for payment. Once a final bill is issued a new account is created and a New Account Fee is charged.
