Pre-Authorized Debit (PAD) Plan Application Form
Richmond Hill's Pre-authorized Debit Plan (PAD) offers you a convenient method to pay your tax and water bills with no activation fees. All payments are made automatically, removing the chance of missed payments or late charges.
Deadlines to Apply
- Property Tax payments - Richmond Hill enrolls tax accounts on PAD twice each year. Applications received by December 1 are enrolled for the next Interim Billing; applications received by May 1 are enrolled for the next Final Billing.
- Water bill payments - Apply anytime to be enrolled for the next scheduled billing.
How to Enroll
- Ensure the applicable tax and/or water balance is paid in full. Accounts must be in good standing to be enrolled in a pre-authorized debit payment plan. Accounts with a balance owing will not be enrolled.
- Complete the online Pre-authorized Debit (PAD) Plan Agreement form.
- Include a VOID cheque or an automatic withdrawal form authorized by your financial institution.
- Incomplete or inaccurate applications will not be enrolled. If late fees are incurred as a result, they are the responsibility of the property owner.
Property Tax – How the Pre-authorized Debit Plan Works
- Once enrolled we will mail a PAD Enrollment Confirmation to inform you of the payment start date.
- Due Date Plan: Payments will be automatically deducted on the scheduled due dates each year.
- Monthly Plan: Monthly payments will be automatically deducted on the first business day of each month from February to June and from August to December each year.
- Supplementary Taxes for New Homes and Buildings: Supplementary bill payments will be withdrawn from your account based on your chosen payment plan. The Due Date Plan will have two additional withdrawals, whereas the Monthly Plan will have three additional withdrawals.
Water Bill – How the Pre-authorized Debit Plan Works
- Due Date Plan: Payments will be automatically deducted on the due date as indicated on each bill.
- Monthly Plan: Equal monthly payments will be automatically deducted on the first business day of each month from January to December each year. The withdrawal amount will be determined by Revenue Services based on the consumption history for the property. On this Plan, you will continue to receive bills that will reflect your actual consumption. Your account will be reconciled each fall based on actual consumption. Once enrolled we will mail a PAD Enrollment Confirmation to inform you of the payment start date.
Returned Payments
If a pre-authorized payment is dishonoured by your bank for any reason, a service fee will be applied to your account and you may be removed from the Pre-authorized Debit (PAD) Plan. Any tax penalty and interest charges will be added. Once the account is paid in full, you can reapply to the PAD Plan for the next enrollment period.
Cancelling the Plan?
You may withdraw from the Plan at any time by providing notice to the City of Richmond Hill (Revenue Services). Notice must be received at least 10 business days prior to the next scheduled withdrawal. To withdraw from the Plan please complete a Pre-Authorized Debit Cancellation form. Making Changes to the Plan?
Any changes to your banking information will require a new Pre-authorized Debit Plan (PAD) Agreement form with a VOID cheque or an automatic withdrawal form authorized by your financial institution.
Please indicate on the Pre-authorized Debit Plan (PAD) Agreement that you are making changes to an existing plan.
Moving?
If you sell your property, you must notify the City of Richmond Hill (Revenue Services) in writing that you are moving within 10 business days of the closing date. Your final water bill will not be withdrawn from your bank account; therefore, an alternative method of payment must be used.
